Land Development
Review the Permit Process Flowchart as a tool to understand the types of permitting and conditions applicable to specific permits. A project may either be
- exempt
- eligible for agreements in lieu of plans
- require formal Erosion and Sediment Control (ESC) plans and/or Stormwater Management (SWM) plans, depending on the area of disturbance and the relationship of the project to a Common Plan of Development.
Virginia Stormwater Management Program (VSMP) regulation states that "common plan of development or sale" means a contiguous area where separate and distinct construction activities may be taking place at different times on different schedules. (9VAC25-870-10)
