Marc Magruder Promoted to Director of Management and Budget


Marc Magruder, Director of Management and Budget Marc Magruder has been promoted to the Director of Management and Budget for Montgomery County, effective May 1, 2021. In Magruder's new role, he will report to Angie Hill, Assistant County Administrator and Chief Financial Officer.

Magruder is responsible for overseeing the Management and Budget Department, specifically County budgeting and related financial reporting. This includes developing, presenting and administering the County’s Operating Budget, the five-year plan for the General Fund, and the five-year Capital Improvement Program. In addition, he will work to develop a performance management program designed to reinforce Montgomery County’s commitment to responsible, accountable government, emphasizing the importance of strategic goal setting and evaluation. 

In August 2004, Magruder joined Montgomery County as Budget Manager. Prior to that, he served as Management and Budget Analyst II in Prince William County, Va. There, he managed and developed 11 operating budgets, totaling $40 million; coordinated Prince William County’s CIP, totaling $800 million over six years and maintained $300 million in active appropriations within the CIP; and served as a county-wide performance measurement trainer. Magruder also helped Prince William County earn the Government Finance Officers Association (GFOA) Special Capital Recognition for the Fiscal Year 2005-2010 CIP for the first time.

Magruder graduated from Frostburg State University in 1997 with a bachelor of science degree, majoring in both political science and justice studies. In 2001, he graduated from the University of Akron with a master’s degree in public administration, concentrating in public finance.
