County Administration

The County Administrator is appointed by the Board of Supervisors and serves as the County's chief executive officer. She appoints all department heads/directors and supervises County staff, implements policies set by the Board of Supervisors or mandated by the State, and collaborates with other community agencies to provide services to citizens. The Board of Supervisors deals with the County Administrator on all matters relating to County government administration. 

The County Administrator guides and directs the day-to-day operations of County government under the authority of the Board of Supervisors and has ultimate responsibility for all phases of local government.

The County Administrator is responsible for recommending policies and implementing programs for the Board of Supervisors, and ensuring compliance with federal, state and local laws.

Each year, the County Administrator and staff prepare the County's proposed annual budget and proposed tax rates.

About the County Administrator

Angela “Angie” Hill joined Montgomery County in October 1997 as Director of Financial and Management Services. In 2020, Angie was promoted to Assistant County Administrator and Chief Financial Officer. In the fall of 2021, she was promoted to Deputy County Administrator and Chief Financial Officer. In November 2023, Angie was appointed County Administrator. She is the second female chosen to lead Montgomery County as Administrator since it was established in 1776.  

Prior to joining the county, she began working for Brown Edwards & Company, LLP., a regional certified public accounting firm, in 1988 as a staff accountant. By 1992, she was promoted to the position of auditor at Brown Edwards & Company where she specialized in governmental audits.

Angie graduated from Virginia Tech with a Bachelor of Science degree in accounting in 1988. She’s a licensed by the Virginia Board of Accountancy as a Certified Public Accountant. She’s a member of the Virginia Local Government Managers Association and received the organization’s Marcia Mashaw Outstanding Assistant Award in June of 2023. In addition, she’s a member of the Government Finance Officers Association; the American Institute of Certified Public Accountants; and the Virginia Society of Certified Public Accountants.

Angie was born and raised in the New River Valley and lives in Montgomery County with her husband and two sons.

Chris Lawrence, Deputy County AdministratorAbout the Deputy County Administrator

Christopher “Chris” S. Lawrence joined Montgomery County in October 2023 as Deputy County Administrator. Chris has extensive experience in community and economic development, strategic planning, capital improvement planning and implementation, and project management.

Prior to joining Montgomery County, Chris was the Deputy Town Manager for the Town of Blacksburg for the past seven years. Prior to joining Blacksburg, he served as Town Manager of Vinton, Va., from 2008 through 2016. Prior to his time at Vinton, Chris served in various roles at the Town of Blacksburg, including Assistant to the Town Manager; Senior Comprehensive Planner; and Development Administrator. Chris also serves as an adjunct instructor in the School of Public and International Affairs at Virginia Tech.

Chris is a member and credentialed manager of the International City/County Management Association (ICMA). He is also a member of the Virginia Local Government Management Association (VLGMA) and the American Planning Association (APA).

Chris graduated from Virginia Tech with a master's degree in public administration in 2004. He earned a bachelor's degree in public and urban affairs from Virginia Tech in 1998. Chris also attended the Senior Executive Institute at the Weldon Cooper Center for Public Service at the University of Virginia in 2010.

Chris lives in Blacksburg with his wife and three children who attend Montgomery County Public Schools and Virginia Tech.
